Compliance with the license was questionable for around eight percent of the SRG's online offerings examined. This was announced by the Federal Office of Communications Bakom on Tuesday. It had commissioned the study "SRG Online Observation" for the second time. Compared to the previous year, the contributions in the gray zone decreased by about 1 percent. According to the license requirements, the SRG's online offering has the function of supplementing and deepening the television and radio offering. If the online offerings have no direct connection to a radio or television program, they do not fulfill the conditions of the license.
In total, the researchers assigned 168 cases to a gray zone, as they write. These included editorial content, interactive offers, advertising, self-promotion and corporate information. On SF's website, the contributions came primarily from the sports, entertainment and SF Meteo sections; on Radio DRS, from the news. The people program glanz & gloria, for example, provides a celebrity database on the Internet that has no direct connection to a program, the researchers noted. Also in a gray area were results tables for sports that were not reported on in a timely manner on the radio.
In the case of interactive offerings on SRG websites, the study authors found fault with various blogs - such as posts on the Aeschbacher blog or the kulturplatz blog. The proportion of unclear cases was significantly higher in the area of user-generated content than in the other categories. For more than 85 percent of all user-generated content reviewed, no broadcast reference was apparent, the study says. SRG's websites also sell articles that have no direct reference to a program. In the DRS radio kiosk, for example, the authors classify 9 out of 10 products - CDs and books - in the gray zone.
Despite the shortcomings identified, Bakom is satisfied with the study results, as Jost Aregger, head of research at Bakom, said in response to an inquiry from the SDA news agency. SRG is on the right track, he said. However, the potential for improvement should be used, he said. Bakom is therefore seeking dialogue with SRG. The study does not have any political implications.
At SRG, they note that these gray area cases are primarily in the areas of interactivity and sales/shop. This was announced by the company on Tuesday. The study confirms that SRG is playing by the rules. Not a single offer was identified beyond the permitted perimeter, writes the SRG.
Hanspeter Lebrument, president of the Swiss Media Association, disagrees. SRG has crossed the line, he says. It is in the process of making online a medium of its own, he said in response to an inquiry from SDA. He cited the live tickers on the events in Libya as a current example of crossing the line. That is the business of the private media, he maintained. The publishers have already begun talks with SRG, Lebrument said, adding that a public statement on the subject would be made at the end of March.
The study "SRG Online Observation 2010" is part of a research package to monitor the programming quality of radio and television. Under the direction of Michael Latzer, researchers from the Institute of Mass Communication and Media Research at the University of Zurich examined the online offerings of Swiss Television SF, Swiss Radio DRS, the French-speaking Swiss radio and television stations RSR and TSR, and the Ticino radio and television station RSI. The study cost 78'600 Swiss francs.
