After clarifying the legal situation with the presiding judge, the Board of Directors decided on April 3, 2013, to make the data available for appropriate use. Mediapulse reported this on Friday on Presseportal.ch. The expert reports commissioned by the Mediapulse Board of Directors conclude that the Mediapulse television panel undoubtedly meets international quality standards.
The reports focused, on the one hand, on compliance with international standards for television research and, on the other hand, on the panel’s ability to reflect Switzerland’s small geographical size. According to the press release, the television panel provides a sound and valid basis for drawing conclusions about the population’s TV viewing behavior, even at the local level. It does not exhibit any significant shortcomings that could prevent the publication of the collected data. In preparation for the Board of Directors’ decision, each of the two reports was discussed in a separate hearing with over 20 experts from the entire client base, including Bakom.
In their reports, the experts make various recommendations for optimizing current monitoring operations. Specifically, they recommend targeted additional recruitment, the inclusion of socioeconomic variables in the weighting, monitoring of household size and age in the concession areas, the integration of confidence intervals, and the documentation of statistical methods. They also recommend exploring the use of additional measurement technologies, such as watermarking.
According to the press release, Mediapulse is reviewing all of these recommendations, as well as other questions and suggestions raised by clients during the hearings, and will implement them—to the extent they are scientifically sound—to optimize the panel. The reports mentioned are available to the public on the Mediapulse website.
Data Sharing with Broadcasters and Marketers
Based on the expert reports and the hearings, the Board of Directors has decided to release the data from the new Mediapulse television panel. The data is sufficient for broadcasters and scientific research as defined by law and should therefore be made available to customers for appropriate use. Mediapulse can thus once again provide the Swiss television market with comprehensive data on television consumption within the usual framework.
At this time, Mediapulse is prohibited from publishing the data or providing it to agencies due to a super-provisional order (Werbewoche.ch reported). Mediapulse will therefore not provide any information regarding the ratings data for individual stations.
Expanded Measurement, New Basis
On January 1, 2013, Mediapulse switched to a new measurement system for tracking television viewing in Switzerland. The Mediapulse television panel, which was completely re-recruited from scratch, now also tracks time-shifted viewing and television viewing via the Internet. Due to various changes in the recruitment of participating households—such as the inclusion of households not listed in the phone book and those that watch TV exclusively on a computer—the Swiss TV audience represented by the new panel differs significantly from that of the previous panel. In addition, the extrapolation to the general population has been adjusted to reflect the latest figures from the Federal Statistical Office. According to the press release, all these changes mean that the old and new figures on television viewing are not comparable.
A temporary solution in the advertising market
The Mediapulse Board of Directors is aware that the successful market launch of the new measurement system will require efforts on the part of advertisers, the statement continues. It is therefore prepared to support the development of a transitional solution by the advertising market, for example in the form of a time-limited agreement.
