SF: More viewers than in September - more online users

Swiss television achieved a market share of 34.1 percent in October 2009, which is 1 percentage point higher than in the same month of the previous year. Interest in multimedia offerings continues to grow.

The year-on-year increase was mainly due to high-profile football broadcasts (World Cup qualifiers, Champions League, Euro League) and successful Saturday evening shows ("Benissimo", "Happy Day", "Wetten, dass...?"). With the exception of daytime (minus 0.2 percentage points), SF increased in all time periods: the evening before by 0.3 percentage points, the main evening by 1.4 percentage points, the late evening by 1.5 percentage points and the nighttime by 2.3 percentage points. Compared to the 2008 annual average - with high values thanks to the Olympic Games and the European Football Championship - SF is down by 1.0 percentage points on average from January to October 2009.

In addition, there were 9,500 SF video views per day via YouTube. The number of podcast downloads amounted to 24,300 per day.

Edipresse: 12 jobs saved

At the newspaper editorial offices of the French-speaking Swiss media company Edipresse, only 15 layoffs will be required instead of 27. Twelve jobs were saved thanks to negotiations by the group, coordination among the editorial offices, and *Impressum*.

Solidarity among journalists led to the result, said Dominique Diserens, Central Secretary of the Impressum media union, in a statement issued by Impressum on Friday. Between 30 and 40 people had offered to reduce their workload or even leave voluntarily. According to SDA, Edipresse confirmed the information provided by Impressum. The result was achieved thanks to the willingness to engage in dialog, the coordination of the editorial teams and the Impressum trade union, it said. Specifically, the Tribune de Genève can dispense with four of the five planned redundancies, Le Matin with three of six and 24 Heures with four of eleven. nOne job has been saved at the other Edipresse titles. According to Diserens, the redundancies will be announced at the beginning of next week.
Edipresse announced on October 9 that it would be cutting 100 full-time jobs, 30 in the editorial offices, 50 in the printing plant in Bussigny and 20 in technical services. Negotiations were still underway on Friday for the jobs outside the editorial offices.

Leuenberger not entirely happy about concession trading

Federal Councilor Moritz Leuenberger is not entirely pleased with the planned sale of RMC Züri’s FM license to Radio Energy Zürich. In his view, the sale contradicts the spirit of the Radio and Television Act, though not its letter.

In a written interview with the Tages-Anzeiger newspaper on Saturday, the media minister explained that the main aim of the law is to ensure that independent broadcasters can also make radio. Of course, this would not work if they immediately resold their license. But some media today are purely commercial enterprises. If the big money is tempting, some revolutionary pioneers are happy to have their rebellious spirit of optimism gilded; this is not only the case with the media, Leuenberger is quoted as saying by the news agency SDA. In his opinion, independent organizers should be given preference over powerful media conglomerates in order to prevent a possible abuse of power. However, parliament wanted it differently: The independent would only be given preference if the offer was equivalent. Leuenberger believes that one has to ask whether the law needs to be changed again: "But that never happens quickly, especially not with laws on the media.
Positive sides too
When he heard about the concession deal, the saying "money makes the world go round" went through his mind. On the positive side, however, he said that the 60 employees of Radio Energy Zurich would not lose their jobs and that the many listeners who had campaigned would be able to keep their favorite station. According to Leuenberger, Radio Energy Zurich's program must guarantee the same information services as those formulated in Giuseppe Scaglione's application for RMC Züri. The license transfer will only be approved if this examination is positive. And then the quality of the information broadcasts will be regularly reviewed.
Leuenberger's Department of the Environment, Transport, Energy and Communications (Uvek) has already approved the transfer of licenses several times. This year, for example, in Basel and Geneva and in 2007 in Zurich for Radio Tropic on Roger Schawinski's Radio 1.
Ringier announced on Friday that it had reached agreement with Giuseppe Scaglione on the deal and that the transfer application had been submitted to DETEC. Scaglione is relinquishing his FM license for the greater Zurich area. This could mean that Energy, whose license for the Zurich/Glarus area expires at the end of 2009
will continue to broadcast on the same frequency without interruption. Scaglione now only operates Jugenseder Radio 105.

Is Apple planning to enter the TV business?

According to «All Things Digital,» the Wall Street Journal's blog, Apple CEO Steve Jobs is set to revolutionize the television industry next, following his transformations of the music and telecommunications industries.

Several sources are said to have confirmed to the business newspaper that employees of the Californian computer manufacturer are currently peddling to US broadcasters in order to win them as partners for a planned subscription payment model for TV programs. The Sonntagszeitung writes this in its current edition. Cablecom would welcome Apple's possible entry into the Swiss market. The company believes in diversity and free choice, said spokeswoman Deborah Bucher when asked by the Sonntagszeitung. Swisscom did not wish to comment on the rumors.

Last but not least: How the EPP wants to save Swiss youth

The Evangelical People's Party of Switzerland (EVP) wants to protect Swiss youth from the "bad boys" of Rammstein—the cover of their latest CD seems to have been the last straw.

As EPP President Heiner Studer confirmed to the Sonntag newspaper, the party will submit an urgent question in the November session. As is already the case in Germany, the album should no longer be accessible to young people - in our neighboring country, the album may neither be exhibited nor advertised. The argument is that the cover shows "depictions of sadomasochistic practices that are harmful to minors". The single with the scandalous title "Pussy" also encourages "unprotected sexual intercourse in times of Aids". The EVP Switzerland agrees with this argument. Whether the spread of the HIV virus and the number of young sadomasochistic corpses can be curbed by a ban on Rammstein remains to be seen - if the party's demand falls on sympathetic ears in the November session.

National Council committee wants to continue supporting the media

The National Council's Committee on Political Affairs (SPK) is concerned about the media industry's crisis. Unlike the Federal Council, it therefore wants to continue the support for regional and small publishers as well as membership-based media—which was approved in 2007—indefinitely.

To this end, the SPK intends to submit a proposal to the Committee for Transport and Telecommunications (KVF) for the revision of postal legislation, as reported by the parliamentary services on Friday according to SDA. However, it is important that the effectiveness of the postal tax reduction is reviewed and alternative means of press promotion are sought. The SPK wants to instruct the Federal Council to draw up a corresponding report with a commission postulate.

Media freedom campaign for license transfer

Aktion Medienfreiheit is pleased that the transfer of the license from Radio Monte Carlo will allow Radio Energy Zurich to continue broadcasting, subject to the approval of the Uvek. However, the current situation also documents the massive deficits of the new Radio and Television Act.

Aktion Medienfreiheit is delighted with the agreement between Radio Energy and Radio Monte Carlo, according to a press release. This agreement speaks for the sense of responsibility and prudence of the private broadcasters. It is gratifying that the 60 or so jobs at Radio Energy have been saved and that listeners can continue to count on their station. "Conversely, this situation relentlessly demonstrates the considerable shortcomings of the new RTVA. The awarding of licenses by state authorities is wrong in terms of regulatory and media policy, as documented by various wrong decisions in Suisse Romande, Central Switzerland and the Zurich area. The state is overburdened with this task."

"Anyone who wants to make radio should be able to do so"
From a liberal point of view, but also in terms of state policy, it is wrong for state authorities to decide which broadcaster may or should broadcast which program in which region. The fact that the programs are subsequently controlled and evaluated by the state is also not expedient. "Entrepreneurs who want to make radio should be able to do so. For this reason, Aktion Medienfreiheit has long been campaigning for a better supply of FM frequencies for private broadcasters. The Campaign for Media Freedom will campaign vigorously and with conviction for a liberal media regime and the partial revision of the RTVA. "
