Today, anyone who needs an extract from the debt collection register for a change of residence either goes to the debt collection office in person or orders the extract from an online provider for an additional charge and receives it by post after a few days. In the future, this will be more convenient, faster and at no extra cost in the canton of Schaffhausen: residents will apply for the extract via smartphone and receive it immediately online.
The canton of Schaffhausen is a pioneer in e-government services in Switzerland. Residents already have access to the eID+ app from Procivis - a provider of e-government solutions. After downloading the app and personally identifying themselves at the municipality, users can access administrative services such as the residents' registration office via smartphone. Now the debt collection register extract is also to become accessible via the eID+ app. Schaffhausen is launching a pilot project for this. In order to create the authority certificate digitally, automatically and forgery-proof, the private blockchain infrastructure - the so-called Consensus as a Service infrastructure - from Swisscom and Swiss Post will be used. This functions like a digital business ledger: the transactions can be viewed and verified in real time by all partners while maintaining confidentiality. Mutual control by the partners and the immutability of the data create trust. The data also remains entirely in Switzerland.
Verifiability for third parties is also provided: for example, the apartment landlord can upload the debt collection register extract to the validation platform provided by the canton of Schaffhausen and thus verify the authenticity of the document.
The canton of Schaffhausen is the first public administration to use the Swisscom and Swiss Post infrastructure - in addition to private companies such as Daura or "Ormera" from Energie Wasser Bern (EWB) and Postfinance, which already use the infrastructure. If the pilot runs successfully, the canton of Schaffhausen wants to enable the purchase of further certificates from public authorities, for example for confirming residence. In order to lay the foundation for a broad e-government use of blockchain, Procivis and Swisscom are also entering into a strategic partnership.
Swisscom brings registers, contracts and certificates to blockchain
Swisscom wants to digitize more high-value documents on the basis of the private blockchain infrastructure. This is because, according to the announcement, it meets the high requirements for security and data protection. In the future, it will be possible to digitally issue, verify, transfer and archive not only registers, but also contracts and certificates.
Swisscom, for example, is working on digitizing not only the debt collection register but also the commercial register. Thanks to blockchain, the process for setting up an AG could be reduced from two to three weeks to three hours. Swisscom is already in talks with several cantons about the concrete implementation.
Digitalization is also making it much easier to conclude contracts. For example, opening a pillar 3a account or a rental deposit account is possible in three steps: fill out the form online, check the application and sign it digitally. Swisscom intends to offer corresponding solutions to business customers in the future. Supplemented by Swisscom's trust services - the qualified electronic signature and Mobile ID - this allows seamless digital, legally valid contract conclusion.
Certificates such as diplomas, testimonials or proof of knowledge often require proof of authenticity, for example when applying for a job. Swisscom is currently examining the market interest in digitizing these documents on the basis of blockchain technology.
