Bakom: Analog broadcasting obligation lifted

As Bakom announced on Monday, the requirement to broadcast certain programs on the analog network will be lifted. Starting in 2015, this requirement will apply only to the digital network. Swisscable and UPC Cablecom welcome the decision.

Since the vast majority of the Swiss population uses digital offerings, the analog broadcasting obligation will only apply in the digital area from 2015, according to the Federal Office of Communications (OFCOM). The abolition of the so-called "must-carry programs" will take place in two steps. As of June 1, 2013, the must-carry obligation for foreign channels (ARD, ORF 1, France 2, Rai Uno, ARTE, 3 Sat, TV5, Euronews) will be eliminated. From January 1, 2015, analog distribution of domestic must-carry TV channels can also be waived (SRG channels, regional licensed channels). In the medium term, cable network operators will therefore be able to decide fully for themselves which channels they distribute via their analog networks.

If a cable network operator offers its customers a free digital/analog converter for the reception of an equivalent digital basic offering, it is released from all analog must-carry obligations even before this point and is free to compose its analog TV offering. With a converter, a digital basic offering can also be watched on older tube TV sets. Only the youth program Joiz must continue to be broadcast in analog until March 21, 2015, due to a decision by the Federal Administrative Court. The provisions on the digital offering of cable network operators remain unchanged. This means that the must-carry channels mentioned must continue to be broadcast there.

Analog dissemination obligation caused capacity problems

Cable network operators offering analog and digital radio and television programming were previously obliged to broadcast certain domestic and foreign programs in both technologies. With the expansion of digital offerings, they are increasingly coming up against capacity limits. This is because the distribution of one analog TV program requires the same amount of bandwidth as the distribution of ten digital TV programs in standard resolution or four programs in HD resolution. On August 1, 2012, the Federal Council therefore gave the Federal Department of the Environment, Transport, Energy and Communications (Uvek) the authority to lift the obligation to broadcast must-carry TV channels in analog as soon as they are received digitally by an overwhelming majority. Since TV programs are now received digitally in around 85 percent of all households, the Uvek made the corresponding adjustment to the Ordinance on Radio and Television.

Satisfaction at Swisscable and UPC Cablecom

Swisscable is pleased with the decision. The time is ripe for a complete switchover to the digital network, the association for communication networks said in a statement on Monday. "The various cable networks will switch to digital TV individually, taking into account customer needs," said Claudia Bolla-Vincenz, managing director of Swisscable. "The fact that the cable networks have leeway here is very positive and allows them to take local conditions into account."

UPC Cablecom also "welcomes the decision" in a statement. Customers had already been brought into the digital age free of charge when basic encryption was lifted last November. The company still maintains an analog network, but will "make adjustments to it in the near future and thus respond to the sharp decline in customer interest. (hae)

Last but not least: Germany is looking for the super skewer

Butcher Ida has created a winner's skewer for daughter and DSDS winner Beatrice Egli. She explained to Blick.ch how, where and why which ingredient was skewered. An explanation.

Switzerland wins another casting show in Germany - a united nation of golden throats! Stefanie Heinzmann ("SSDSDSSWEMUGABRTLAD", 2008), Leo Ritzmann ("Popstars", 2009), Edita Abdieski ("X-Factor", 2010), Luca Hänni ("DSDS", 2012) and Michèle ("The Voice Kids", 2013) are now followed by Beatrice Egli ("DSDS", 2013).

The Eglis' name is not the program, as their mother runs a butcher's shop in Pfäffikon. Even before the final victory, she not only launched a real box office hit with the "superstar hit" (stuffed chicken breast), but also a thankful template for the media, who like to use slippery templates ("Huge run on Beatrice's chicken breasts").

After the big win on Saturday, the worthy finale at the meat counter was only a matter of time. The wait was worth it: on Monday, Ida Egli presented her Blick.ch the "Beatrice-Siegerspiess" - a 300-gram highlight of the Spiess story. Anyone who thinks this is just a marketing gimmick is mistaken: every ingredient has been carefully selected and can be traced back to Beatrice without any major detours.

Since everything happens very quickly in the video (a young man who happens to be present with a gift is already waiting for his unaffected appearance), here is the fishless perch skewer in detail again:

Potato eats Beatrice mega gladly. This illustrates their down-to-earth attitude.

Pork fillet stands for the luck Beatrice has had this season. The pig in question was less fortunate.

Pepperoni loves them more than anything - whether in a salad or on the grill.

Plum wrapped in bacon - the sweet plum apparently stands for Beatrice. Hopefully not the bacon coat!

Stuffed veal cutlets... Hearty and well-filled - that's what she likes!

Peppadew... is as racy as she is.

Cheese embodies Switzerland.

Chicken breast - must never be missing with her! (!)

There is no question that not only the Spiess but also Beatrice's singing career will be a success. She seems to be hitting the ground running on all fronts, making even seasoned pop stars like Helene Fischer and Andrea Berg look older than 75 (Blick.ch reports). Fortunately, there will also be enough punning titles for everyone involved in the future (for example: "Unser Egli-Knusperli vom Zürisee", "Schwein gehabt - Metzgerstochter Beatrice gewinnt Echo", "Unter aller Sau: Deutsche lassen Egli-Debüt im Regal stehen", "Toller Hecht: Das ist Beatrice Eglis schönster Fang", "Beatrice Egli: So angelte ich mir meinen neusten Schlager", "Schlager-Bea dreht den Spiess um: The show was rigged"). Federal Supreme Court: More favorable official inspection for media

According to the Federal Supreme Court, members of the media should not be required to pay—or at least not in full—to access official documents. The judges in Lausanne ruled in favor of a journalist from K-Tipp.

In 2010, the journalist had asked the Swiss Federal Office of Energy (SFOE) for information regarding the testing of energy labels on electrical appliances as part of an investigation. After he was not satisfied with the answers provided by e-mail, he submitted a request for access to the relevant documents for CHF 250. The SFOE informed him in advance that it would charge a fee of CHF 250 for his efforts. The journalist received a corresponding invoice after the inspection. He challenged the fee order before the Federal Administrative Court, which rejected his appeal last November. The Federal Supreme Court has now overturned this decision and partially ruled in favor of the K-Tipp editor. According to the court, the Public Access Act obliges the Federal Council to take the special needs of the media into consideration when regulating the procedure for access to official documents.

No explicit exemption

In the corresponding ordinance, the Federal Council did not explicitly provide for an exemption from fees for media professionals. However, it nevertheless assumed that fees could be waived in individual cases. In particular, it should be taken into account that the media are regularly dependent on access to official documents in order to perform their function and that an accumulation of inspection fees for certain media could have the effect of restricting access.

Scope for authorities

However, the authorities would have a certain amount of leeway: they could either generally refrain from charging fees to journalists or reduce the fee appropriately. Instead of this somewhat vague regulation, it would be preferable, according to the Federal Supreme Court, for the Federal Council to clarify the matter clearly. In this specific case, the SFOE must now make a new decision. As the K-Tipp editor's inquiry clearly concerns a topic of public interest, the Federal Supreme Court has ruled that the SFOE must grant a particularly favorable fee rate or waive the fee altogether. Kreisvier: Campaign for Ricola's iPhone app

A fragrant field of herbs at the tram stop, on the escalator at the train station, even in the underground parking garage and in the stadium stands: The Basel-based agency Kreisvier is promoting the launch of the Ricola iPhone app with eye-catching visuals.

"And where does your herb field bloom?" - With this question in ads, posters and on streetcar posters, Kreisvier wants to whet people's appetites for the game from Ricola. Anyone who has downloaded the app onto their iPhone can try growing herbs in any real place in Switzerland. Using geo-data, the app reserves the physically occupied space exclusively for the user. Local weather data and the user's own attention are also crucial to the game. In this way, "Ricola Farmer" brings the virtual game together with the real world. Sowing, weeding, drying, harvesting: the entire process is based on the work of the herb farmers in the Swiss mountains, from whom Ricola obtains its "magic 13 herbs".

Especially in the urban environment, for example in the largest Swiss train stations via ePanels and eBoards or with sampling campaigns, numerous people are made aware of the new game. Kreisvier also created online advertising, mobile banners and POS measures. A film trailer was also created for the website, which introduces and explains the game in a light-hearted way.
