At its meeting on June 17, 2013, the Mediapulse Board of Directors discussed the release of data from the new Mediapulse TV panel and decided that the data may be used freely as of Wednesday, June 19, 2013. The Board of Directors thus confirms its fundamental and previously communicated decision and makes the data available again to all interested parties. According to a statement on Tuesday, the data collected by Mediapulse forms a scientifically sound planning basis for the evaluation of TV programs and the marketing of advertising time. The data, which is now freely accessible again, will be used to award advertising contracts worth several hundred million Swiss francs.
Court ban lifted
The super provisional injunction obtained by TV station 3+ on March 27, 2013 was lifted with immediate effect by the Nidwalden High Court last week. This ended the ban on the publication of audience data measured since January 1, 2013 for all TV programs broadcast in Switzerland, which had lasted for several months. Marco de Stoppani, Chairman of the Board of Directors of Mediapulse, is pleased with the court decision: "The court reacted quickly to the legal as well as technical arguments we put forward and, as a consequence, lifted the super-provisional injunction".
Regulatory authority and independent experts confirmed the new measurement method
In March, two external expert reports had already given the measurement system, which has been in place since the beginning of 2013, a good report. In May, the Federal Department of the Environment, Transport, Energy and Communications (DETEC) issued a ruling stating that Kantar Media's new TV measurement system met the requirements of the Federal Radio and Television Act (RTVA). In the view of the Uvek, the data collected with the new system should therefore be passed on, published and made available to the market.
Recommended optimizations are quickly advanced
In the coming weeks and months, Mediapulse will examine the optimizations formulated by market participants and experts, and implement them if they make sense. Fine adjustments, for example to weighting and evaluation options, are intended to continuously improve the scientific quality and transparency of the measurement system and will also lead to slight changes in the figures. The basis for this is a plan of action drawn up jointly with experts and customers. Manuel Dähler, Director of Mediapulse, welcomes the return to productive work on the still young panel and wants to tackle the challenge quickly. "However, the optimization steps require time, corresponding patience and a thorough review of the results," explains Dähler. He expects the work to be completed by the end of 2013.
