Cablecom: Joiz should not be included in the basic analog service
Cablecom is challenging the OFCOM decision requiring it to grant the new youth channel Joiz an analog broadcast slot by filing a complaint with the Federal Administrative Court. However, the cable network operator is willing to include Joiz in its basic digital package.
The Must-carry status for Joiz in the analog cable network would mean that space would have to be created, the company announced on Monday. Due to limited analog capacities, this could only be made possible by switching off another television channel. According to Cablecom, there are only a few channels that could be switched off. A channel that appeals to a broader audience than Joiz offers would have to be switched off. Cablecom is of the opinion that switching off one of these channels will prompt it to apply to the Federal Office of Communications (Bakom) itself for a must-carry obligation. However, Cablecom is interested in transmitting Joiz's program, which is tailored to the digital distribution channel, as part of the basic digital offer. The corresponding offer has been submitted to Joiz, it added.
OFCOM may decide that a television channel must be broadcast on the analogue cable network if it considers this channel to be of national cultural importance and assumes that the channel makes a special contribution to the national media landscape. Must-carry status is generally granted on application and can be contested.
