Press Council: Complaint against Bieler Tagblatt partially upheld

The Bieler Tagblatt should have given a hearing to a man against whom it had made serious allegations in an article. This is the conclusion reached by the Press Council in a ruling published on Tuesday.

In the article published on November 10, 2010, the newspaper harshly criticized the head of the Biel/Bienne Office for Adult and Youth Protection and accused her of favouritism. The woman had filled several positions with people she knew from her previous job. The prime example cited in the article was a former chef who had been made head of the office's internal auditing department. The man had previously gone bankrupt with his restaurant, according to the article, against which the Biel/Bienne city government lodged a complaint with the Press Council.

According to the Press Council, however, the documents submitted by the parties showed that the man had not gone bankrupt, but had liquidated his small hotel in the normal way. The newspaper could have found this out with serious research, according to the Press Council's statement. The alleged bankruptcy was just one of various accusations made against the man in order to portray him as unsuitable for his office, the Press Council continues. The Bieler Tagblatt should therefore have heard the person concerned about the allegations.

The Press Council considered a public survey launched by the Bieler Tagblatt a week later under the title "Should the director resign?" to be problematic, although not yet in breach of professional ethics. The following week, the newspaper then published a series of anonymous responses that made sweepingly negative comments about the office and its management.

A majority of the Press Council was of the opinion that such an anonymous shard court was still within the bounds of freedom of comment. Nevertheless, it would have been more appropriate to publish and justify such harsh criticism in a named editorial commentary, the Press Council continued. The most important task of independent media, to critically monitor the work of the authorities and point out possible abuses, should not be delegated to anonymous reader surveys. (SDA)

3 million Swiss use streaming services via the Internet

Streaming is very popular among Swiss people. Nearly half a million internet users already consume streaming content on the World Wide Web daily or almost daily, according to the newly released special report on streaming by Net-Metrix.

With the special report NET-Metrix Streaming 2011, detailed basic information on streaming usage by Swiss Internet users is available for the first time. The latest figures show that many Swiss people are already interested in audio and video content. More than 3 million Swiss use streaming offers over the Internet at least occasionally, which is around 60 percent of Internet users. Around half a million or almost one in ten Internet users do so daily or almost daily. Due to the ever-increasing range of services and the simultaneous increase in connection speeds, this proportion is likely to rise even further, according to the study.

There are clear characteristics in terms of people: Significantly more men (61.5 percent) than women (38.5 percent) represent streaming users. The difference is even more pronounced among heavy streaming users (71.7 percent to 28.4 percent). A clear picture also emerges in terms of age distribution: at just under 64 percent, the younger age groups (14 to 39 years) dominate the streaming user base; among heavy users, this proportion is even around 79 percent.

Live offers very popular
In addition to the basic information, the survey also asked about the streaming services used. One in two Internet users regularly watches videos on video portals such as YouTube, Clipfish or My Video, i.e. several times a month or more. Clips on news and TV portals are also very popular, regularly consumed by around 40 percent of Swiss Internet users. This picture is even more pronounced among streaming heavy users: Virtually all (95.6 percent) of this group regularly use videos on video portals, and for a large majority this also applies to news and TV portals (78.1 percent).

Live offerings are also very popular. 1.7 million Swiss or around one in three Internet users regularly use Web radio, 790,000 of them several times a week or more. The figures for the use of Web TV services are also impressive: As many as 1.4 million Swiss people at least occasionally browse the offerings of well-known providers such as Wilmaa, Zattoo and Teleboy, and around 570,000 do so several times a week or more.

The Internet as a communication and purchasing medium

Swiss people mainly use the internet to communicate with other people. This is the result of a study conducted by the University of St. Gallen conducted by the University of St. Gallen on online usage behavior.

In the study, 71.4 percent stated that they use the internet for this purpose, among others. 54.2 percent of the 1,000 people surveyed from 13 Swiss cities stated that they use the Internet for fun. 52.3 percent read news and magazines, 51.9 percent used the Internet to educate themselves and 28.9 percent used it to buy products and services.

The search engine Google is the most visited website with 22.9% of regular users. The social network Facebook follows with 18.7%. The video platform YouTube is in third place with 6.5% of regular visitors.

Online consumption behavior
The age group of over 55-year-old internet users is by far the most eager to buy. According to the study, they spent an average of CHF 1,862 on internet orders in 2010. In comparison, members of the 25-34 age group spent CHF 10,078.

The online platform Ricardo.ch is the most frequently used for online purchases, with 8.4% of users currently using it. This is followed in turn by the websites of Amazon, Easyjet and eBay. 53% of those surveyed also stated that they would use the mobile Internet - once they knew how - to find products and services in their immediate vicinity, which attests to the great potential of this form of customer acquisition.

The study was presented on Tuesday by marketing and retail management professor Thomas Rudolph at a media conference organized by Ricardo.ch in Zug.

Exxtra: Life in the mountains made easier

In order to collect donations for future Schweizer Berghilfe projects, Exxtra Kommunikation has designed a mailing that presents a project that has already been realized.

The Arnold mountain farming family lives with six children and their grandmother under the most basic conditions in the Schächental valley in Uri. Like so many in the region, the farm can only be reached by cable car. However, it was not the remoteness and the hard work in the steep terrain that caused the family more and more grief in the past, but the space problems in the much too small house. With the support of Swiss Mountain Aid, the house was extended and enlarged.

As a small thank you for their help, the donors receive a few suggestions for the most beautiful cable car tours in the Schächen Valley in Uri with the mailing. A cable car guide and a cable car hiking map have been included.

Press Council: Complaints against Ticino media partially approved

The Swiss Press Council has partially upheld two complaints against the reporting of criminal proceedings in Ticino. It was not justified for Radiotelevisione svizzera di lingua italiana RSI to name a doctor immediately after his arrest.

Nor was it justified for Ticinonews.ch, Il Caffè, Corriere del Ticino, la Regione Ticino and Giornale del Popolo to identify the man's wife as an alleged rape victim. This is the result of a ruling by the Press Council published on Tuesday.

In September 2010, RSI reported on two consecutive days in the program Il Quotidiano about the arrest of a doctor for an alleged rape. The website Ticinonews.ch then named the wife as the alleged victim. Other media followed suit. The Press Council then received two complaints: a relative complained about the reports from RSI and a journalist about those from Ticinonews.ch, Il Caffè, Corriere del Ticino, la Regione Ticino and Giornale del Popolo.

RSI defended itself against the complaint by arguing that the doctor had become a public figure due to an earlier sensational affair. It was therefore permissible to mention his name. Ticinonews.ch and the newspapers concerned expressed different opinions.

For the Press Council, the mention of the doctor's name by RSI immediately after his arrest was not justified. This was because his public profile was only relative and the current case was not directly related to the earlier affair or his professional activities, the Council stated. Nor was it necessary to warn the public at that time.

After RSI had already reported on two consecutive days in an identifying manner, the follow-up by the other Ticino media hardly caused any further damage, the Press Council continued. The identification of the victim by Ticinonnews.ch and various newspapers, on the other hand, is considered by the Council to be misguided. Even after the doctor was named as a possible perpetrator, the protection of the victim continued to take priority. And since the distribution of the website in question was not comparable to that of RSI's television programs, the other media should not have identified the alleged victim, regardless of Ticinonews.ch's advance.
