Telesuisse welcomes the general reduction of the self-financing to 30 percent compared to the current 50 percent, writes the association in a communiqué on Monday. However, this does not mean that the private licensed broadcasters will receive more fees. This proposed measure leads to less strict accounting rules on the one hand and on the other hand a 100 percent fee share collection for each individual licensed broadcaster is thus guaranteed.
Telesuisse also demands that the fee shares for all licenses be increased, on the grounds that every licensed broadcaster has to fulfill very demanding regional information mandates. In addition, Telesuisse expects a maximum utilization of the available sum of 4 percent of the TV reception fees in favor of the licensed broadcasters when assessing the new fee shares.
Telesuisse welcomes the switchover to digital television and thus the phase-out of analog technology. At the same time, however, equal treatment with SRG in connection with the switchover to HD television is demanded for all private broadcasters, as well as a guarantee that the latter will only have to phase out analog broadcasting in a final step, when digital household penetration reaches at least 80 percent.
Finally, Telesuisse reminded of the joint paper "Partial Revision of the RTVA - Inputs, Proposals and Comments of the Associations Telesuisse, VSP, RRR, CH-Medien for Bakom" submitted on April 30, 2011. In this paper, the signatories submitted various proposals for adjustments which go further than the proposed RTVO amendments. In particular, the deletion of the legal article on the prohibition to the regionally licensed broadcasters to broadcast their program outside the coverage area of their license was proposed. Telesuisse is of the opinion that the increase in broadcasting possibilities proposed here and the deletion of this prohibition are necessarily linked.
Telesuisse's objective is to maintain a less obligatory framework for its members in order to promote the liberalization of the television market and thus create a dynamic and solid development of the private and licensed television stations in Switzerland.
