Editions From July 1, a distinction will be made between five types of distribution when certifying free editions.
First of all: The new regulation only applies to the 2008-2009 survey period (cut-off date June 30, 2009). The certification of requirements for the survey period July 2007 to June 2008 (with a cut-off date of June 30, 2008) will continue in accordance with the previous Wemf requirements regulations.
The most important change that applies to all titles: From the 2008-2009 survey period, all audited titles are considered "Wemf/SW-certified". In future, the term "edition confirmation post" will no longer be used. Previously, titles that "merely" had a Swiss Post circulation confirmation were not included in the Wemf circulation bulletin. And the VSW database indicated them as "not Wemf-certified". This is still the case this year. However, this unequal treatment will be eliminated. In future, there will only be one certification category ("Wemf/ SW-certified") and a corresponding publication at Wemf and VSW.
The second change concerns free copies. In future, these will be reported according to five types of distribution, namely free subscription, household distribution, self-service, hand distribution and targeted distribution. The aim is to create more transparency for free editions, says Roland Achermann, Head of Circulation Certification at Wemf. However, he emphasizes: "In their entirety, free editions remain comparable to previous years."
The free subscription category includes regular distribution to free subscribers, for which a statement from the commissioned distribution organization (Swiss Post or private) is required for certification. Household distribution refers to distribution in letterboxes (free gazettes and official gazettes), which must also be documented with a statement. Self-service refers to boxes at bus stops or in buses and streetcars. Their returns must be stated according to publication dates, whereby Wemf reserves the right to carry out spot checks. Manual distribution refers to distribution via colporteurs. Returns must also be reported here. This leaves target distribution, a category that is particularly important for trade journals: this refers to postal distribution according to (purchased) addresses, for example to gain subscriptions. According to the regulations, however, these copies can only be counted if they are sent regularly over a certain period of time.
However, the new segmentation of free editions could also lead to allocation problems. For example, it is unclear to which distribution type the distribution of .ch should be allocated. In some places, .ch is placed in bundles in doorways and on stairs, but sometimes also in letterboxes. The distribution in doorways would probably fall under the category of self-service, said Achermann. But this still needs to be clarified. It is also unclear how the distribution that takes place via boxes in companies (such as Cash Daily) will be designated. Depending on the situation, either free subscription or self-service could be considered.
A new, standardized pricing model was developed in parallel with the new regulations. This is based on a detailed process cost calculation on the one hand and on cause-oriented aspects (e.g. distribution via several channels, publication frequency) on the other.
Incidentally, the initiative to amend the regulations came from the "Q-Publications" project group of the Swiss Press Association. It submitted various proposals to Wemf, which examined and processed the concerns. "It was important to us that the comparability of the editions with those of previous years remains guaranteed overall," says Achermann.

Difference despite unityDespite unified price list
and uniform certification - a difference in the circulation survey remains: The titles of the press typologies 1000 (daily/regional weekly/Sunday press) and 2000 (consumer/financial and business press) will continue to be controlled by auditing companies, while the typologies 3000 (specialty press) and 4000 (trade press) will be controlled by Wemf.
