Confederation promotes early delivery of newspapers and magazines with 25 million francs
Early delivery of subscribed newspapers and magazines will be supported with 25 million Swiss francs annually going forward. On February 18, 2026, the Federal Council submitted a corresponding revision of the Postal Ordinance for public comment. The measure, which is limited to seven years, is intended to strengthen media diversity in Switzerland.

Early delivery is extremely important for daily and weekly newspapers with subscriptions in order to reach their readership on time. The proposed implementation of the early delivery discount - defined as delivery by 6.30 a.m. - is closely based on the tried and tested model for daily delivery.
Eligibility criteria and registration
Subscribed daily and weekly newspapers that meet the statutory eligibility criteria are entitled to the early delivery discount. Early delivery organizations must register with the Federal Office of Communications (OFCOM) if they wish to deliver eligible newspapers and magazines. They are obliged to comply with standard industry working conditions and certain accounting requirements.
Swiss Post is commissioned to process the subsidies. It can draw on proven processes from daily delivery.
Strengthening press promotion in two steps
The inclusion of early delivery in indirect press subsidies is based on the parliamentary decision of March 21, 2025. The amendment to the Postal Services Act strengthens the promotion of subscription-based daily and weekly newspapers in the regional and local press in two stages. Firstly, the federal contribution to the promotion of the regional and local press in Swiss Post's daily delivery service has been increased from CHF 30 million to CHF 40 million. This change has been in effect since January 1, 2026.
Secondly, indirect press subsidies will be extended to early delivery. The necessary implementing provisions will be issued with this revision of the Postal Ordinance. They are due to enter into force on January 1, 2027. The consultation period will last until May 25, 2026.
