Lucerne City Council reallocates billboard contracts

The City of Lucerne's billboard contract will be re-awarded in 2016. The city council had put the contracts for billposting on public land and on properties owned by the city of Lucerne out to public tender on the recommendation of the federal price inspector.

The tender for the award of the poster contracts from 2016 onwards took place because the poster contract between the city of Lucerne and the poster company APG/SGA expires at the end of 2015. The poster sites were put out to tender in four lots: "paper posters", "illuminated posters/digital poster sites", "poster sites at bus stops" and "small posters". Several companies submitted bids for the four different lots, the city announced on Monday.

The city council awarded the contract for three lots to the poster company Clear Channel Switzerland. Their bids were judged to be the most cost-effective in the evaluation of all bids. Due to a lack of suitable bids, the procedure for the fourth lot was canceled. However, the city council still wants to realize the poster sites for small posters and agree a contract directly with a "suitable local provider".

Opportunity for all

The city council put the poster contracts out to tender on the recommendation of the federal price watchdog. The aim is to improve the market economy mechanisms by giving smaller companies the opportunity to enter into contracts with the public sector. The city council also wants to use the tender to increase the annual income from the operation of the poster sites. By awarding the three lots to Clear Channel Switzerland, the city will earn two million francs from 2016. It is also foreseeable that income will continue to increase over the next few years, according to the statement. Paper posters are increasingly being replaced by illuminated posters and digital advertising. (SDA)
